An organisation chart is only one part of the answer.

Structure matters, but moving boxes without changing decision rights, workflows, measures, technology or leadership behaviour produces a new chart over the old operating system.

A complete operating model connects the customer value proposition to the capabilities the business must perform distinctively, then designs accountability and work around those capabilities.

Design for the strategic tension the business must manage.

Some strategies require local customer responsiveness with strong enterprise standards. Others require rapid innovation while protecting operational reliability. The model should make these tensions explicit and define where authority, integration and standardisation sit.

Without that choice, functions optimise themselves and cross-functional work depends on negotiation each time.

Implementation begins in the design room.

A model is only credible when leaders can explain how it changes Monday morning: which decisions move, which meetings stop, how priorities are funded, what teams own end to end and which measures will expose whether the design is working.

The best model is not the most sophisticated. It is the clearest configuration the organisation can operate and evolve.
